1. That was a very famous quote of Goering 2. The people can't do shit nowadays, anybody my age can see that. The war has started. It will go on no matter what. To answer your questions: it wasn't really tried in Vietnam, the enemy was too vague, and, furthermore, despite all the popular revolt the fact of the matter is a lot of time and a lot of people were spent fighting that war. As for Harold Wilson, the reason may be because there was no way in hell he could ever convince anyone to go to 'Nam to fight. People may be wholly and totally aware, but it doesn't matter. Awareness doesn't count for shit in America. We didn't vote for our president. Nobody gave a fuck. Now he's making war. Nobody gives a fuck. Naturally, the common people don't want war ... but after all it is the leaders of a country who determine the policy, and it is always a simple matter to drag the people along, whether it is a democracy, or a fascist dictatorship, or a parliament, or a communist dictatorship. Voice or no voice, the people can always be brought to the bidding of the leaders. That is easy. All you have to do is to tell them they are being attacked, and denounce the pacifists for lack of patriotism and exposing the country to danger. It works the same in every country.
