a few suggestions:
i think you were trying to make the words lap, as waves, by using all those commas. what happens instead is that thoughts bleed into one another, un-detectable from each other, and the wash of words turns this slate to mud. so, give me a few solid thought fragments, then lace them together. see what i mean? also, "emperor" is spelt wrong.
lovely imagery overall, but it makes me wish desperately that i knew what you were saying! this one is worth the work.

okay, i slacked. sorry. here's my thoughts:

delete all commas.

this line, --They are foreigners here. Obligedly brown and silent.--

i would change to:
-Foreigners here, they oblige, ever brown and silent.-

and this, to

-A pale woman on her knees, I seem out of place pulling weeds by hand.-

-In Belgrano, the Ghost Train rattles by. Commuters head out to the city, worthy and unconcerned with us others, working uncovered, They ignore the scavengers with their steel-frame contraptions-

new stanza:
-Yesterday at the grocery store I wondered whether or not I had the nerve to hide a three pound roast in my purse. I too am out of "respectable" work.-

i think you need to accentuate the word 'respectable,' because poetry and gardening are respectable, more so than soul-selling for six figures. can you imagine landing that kind of cash? at my job, i am amazed at those who make 10x my salary--they have a specific vein of expertise that is currently valued highly. they have trouble opening and printing documents; apparently, they are too 'respectable' to be bothered learning those skills. of course, there are exceptions, as everywhere in life.
