Is to deny the bird its right to sing,
The flower bloom and blossom bring,
The snow to melt and cold to hide,
Setting the stage and paying homage
To an awaited and well-deserved spring.

The "keeping it inside" is the year keeping spring inside and prolonging winter. I guess you have to live where it's still cold and winter-like in weather during mid-April to understand what it truly means.
