Pandemic’s Here Again (Free verse) by Lenore
Tell all the world that Pandemic’s here again With terror and fear ; tell them, that they may know How, in the cities, in the dying fields New clusters of death and virus grow. Tell all the world that Pandemic’s here again That sick birds migrate through the sky at will With poisoned blood, they’ll make all ill. Tell all the world that Pandemic’s here again WHO knows, but reacts too slow Testing each one in its ordered way- I fear that, otherwise, they will not know.

Up the ladder: Givin' in
Down the ladder: aggression

If you refer to the London attacks, there's no need to tell the world; they know. If you mean that the world reacts too slowly, then I say we react fast enough, just with impotence.
