emperor passed stood on his stool tidy, full, manifest a cheer of castanets repressed the voice that dared call him ugly naked

do you mean castanets? (sp I think?) Like the finger cymbals? Or maybe I don't know what a castinette is? Serious.
Also, I love the last line so much. Could omit both periods.

Interesting that you don't punctuate the last line. It suggests that he's ugly (when) naked. If so, what is he the rest of the time? Beautiful? Or just hidden?

possibly passed by, on his way to stand on a chair and perform. possibly passed excrement and stood on that. possibly both at the same time, at least metaphorically.
