These blue mountains, ubiquitous in tendency, have shown us how to love. Cut over time by spiteful lovers, these highway roads running through tree-thick flesh like mechanical delineations are testament to an unfailing conciliation, to a silent but hesitant assent from a love that rarely yearns for a taste of control.

I can imagine it would. You don't necessarily have to audibly respond to something in order to have hesitation. Can someone not hesitate to commit an action (conceivably, when there's nobody around to talk to)?
